Patrick Maroney

Patrick Maroney is the President of Maroney Consulting Services LLC, who provides alcohol beverage consulting related to dram shop liability, liquor laws/rules, training, and compliance for liquor licensees and stakeholders. Patrick has over 33 years of experience in law enforcement and in June 2019 retired from the State of Colorado where he served as the Direc- tor for the Colorado Liquor Enforcement Division since 2013. Patrick also worked with the Colorado Lottery, Colorado Bureau of Investigations, Arapahoe County Coroner’s Office and the Larimer County Sheriff’s Office.

Patrick is a former board member of the National Conference of State Liquor Administrators (NCSLA) and served on several panels during NCSLA conferences as well as hosted the 2017 National Conference in Denver, CO.

During his tenure as Director of the Colorado Liquor Enforcement Division, he has seen several changes in liquor laws, policies, rules and industry practices. He worked closely with liquor stakeholders in 2016 and 2018 to implement two bills passed by the Colorado legislature that had the most significant changes to Colorado liquor law since prohibition.

Patrick sees the value of the three-tier system, and that trade practices play an important role in promoting a fair marketplace and maintaining public health and safety when it comes to alcohol beverage service.

Roger M. Morris

Roger M. Morris is the owner of the law firm and consulting business of Roger M. Morris, LLC. A graduate of Yale Uni- versity and the University of Colorado Law School, Roger has been involved in the Alcohol Beverage Industry since 1980. Roger served as an Assistant Attorney General and prosecutor of liquor violations and then became the Director of the Colorado Liquor Enforcement Division. He served in that capacity for seven years before becoming the first director of The Colorado Division of Gaming in 1990.

Roger has won numerous awards during his career in the liquor industry and is an honors graduate of the University of Colorado School of Law. He was elected President of the National Conference of State Liquor Administrators in 1986 after serving on the board of directors for 4 years. He received the Director’s Award from the former Federal Bureau of Alcohol, Tobacco and Firearms for outstanding service to that agency, and he has been a speaker at international alcohol beverage conferences around the world.

Roger has also been qualified as an expert witness in cases involving alcohol beverage policy and liability issues. He consults regularly with clients concerning strategic issues involving the alcohol beverage laws. Roger Morris further first authored the Morris Plain English Guide for Retailers to the Colorado Liquor Code in 2003. He has been in private legal practice and strategic consulting since 2003.
